I have listed an item twice and both times a member from China has tried to purchase the item. Both times he purchases the item and pays, the payment is automatically refunded by paypal. When I log into my paypal account I see the money was deposited, but then it is automatically refunded to him. I have called Ebay and Paypal and both say there is nothing wrong with my account. I would like to relist my item but am afaid he will bid again and I don't want to get involved incase it is some sort of scam. I trust that paypal is trying to protect my account by blocking this transaction. If I list it domestically(US) only with no international shipping, will he be able to see that I relisted it?

Sounds more like to me the buyer is the problem. Maybe PayPal has a block on him?

Yes, he could find your item.
List US only and I would block the bidder ID here:

OP its your choice if you want to block international. But I wouldn't just because of one buyer. And yes, just add the buyer to your block list, relist, and move on.
