Ebay has taken away the option of listing in 2 minute increments.
This has provided difficulty in having my auctions end in a timely manner so my customers can buy all their items at once. It is a real hardship to meet any shipping timelines when a customer will not pay for the first item because they are waiting for another to end to get a shipping discount.
This affects my status as a timely shipper if the customer is waiting for another item to end before they will pay.
The "New Ebay" sucks. GO BACK TO CLASSIC VIEW where there is more control for the seller.
No, I don't want to make drafts and list every 2 minutes to make it all work. Please "FIX" the scheduler so we can sell and get paid without having to wait 15 minutes between items scheduled.
EBAY please respond with you reasoning for this ridiculous policy change.

There are different versions of the listing form; I'm still seeing one-minute increments in the Scheduler. I do remember a past version of the "Quick" listing form, which offered only 15-minute increments.
But I don't see why you need to end your auctions in 2-minute intervals. Buyers can bid at any time.

I sell rock slabs (mostly). They are heavy sometimes. I offer a shipping discount when they buy more so they don't take a big hit on shipping. Listing every 2 minutes allows me to end everything in one selling session.
I have not seen any scheduler that allows less than 15 minute increments. All my old listings are not accessable anymore because I did not sell for about 3/4 of a year, so no more copying of the older version to make a new listing.

I just started a new listing before I posted, to make sure that the listing form hadn't been "improved". I still see one-minute increments. Check in the upper-right corner of whatever listing form you're using; look for a link to a different version. You might have to click on a little group of 3 dots.
When you use the Scheduler, you can choose the exact same starting time for any number of listings.

Hi!
I can pick from 1 minute up to 59 minutes. Maybe try again & see if you can now also😊

I also see one minute increments. Are you trying to schedule a bunch of them at once or are you scheduling them on the individual listing page?

Individually, but trying to use "sell similar" and just changing it.

Can you list them in drafts, then launch in bulk choosing your increments? That's what I used to do.

I thought about that, but not about the bulk part, will just have to experiment. Ebay used to be so simple, but I think with the pressure to make $ for Ebay, they have forgotten that they should be working for the seller.

These are items that should be purchased together. If they buy together they are discounted on my shipping. Without a 2 minute ending time so they can buy all at once, metrics get all screwed up waiting for other auctionns to end so I can combine it all together.

I'm saying that if you can't figure out how to access the minute-by-minute version of the Scheduler, then you can give them all the exact same ending time.

Others have provided some good info for troubleshooting the listing scheduler.
Just wanted to add that your handling time clock does not start ticking until the buyer pays, so this should not affect your on time shipping metrics at all.

Unless the customer decides to pay for the first item while they wait for the second to end because ebay keeps sending them payment emails.
