So does eBay even give people any promotional offers anymore? I honestly can’t remember the last time I received one, so I was just wondering if anyone else has been or are you not as well?

I haven't really heard of people getting promotional offers for free listings fees ...not since ebay increased the free listings for so many sellers.

The 10,000free listings in collectables IS the monthly promotion.  It has been years since I was getting thousands of free listings every so often, usually during major holiday weekends.

eBay hasn't offered any short-term listing promotions in at least a year, and they were sparse before that. Last summer they gave huge site-wide listing promos because of Covid. At the conclusion of those promos they gave store owners in managed payments huge increases in select categories. With the Spring seller update this year, they gave listing promo increases to all basic and above stores. I don't think you'll be seeing listing promos any time soon - or perhaps ever again.

ended - ebay no longer gives promotional offers, last I heard they ended that since they changed (increased) the amount of listings they give every month. It's been over a year I had any "promotional offer" and normally when i did get them they were useless anyways.

You get an additional 250 free insertions each month with every new selling account you start.

All you need to do is

(a) figure out how many free insertions you want;

(b) divide that by 250; and

(c) create that many accounts. 

I wanted 1200 free insertions every month back when eBay gave 200 to each, so I started 6 selling accounts.
