I have a promotion that is going to run on March 24. I can insert a banner into all my listings that will announce it. Or should I wait for eBay to turnout on. By pre-announcing the sale I am hoping more people will buy on the 24th.

That might work in theory, but it also might keep a buyer from buying before that date, because in general people hate to think they barely missed a sale (or paid more just a few days earlier).
On the other hand, they might put the item in their watch list, and then forget (or be very busy that day) and miss the 24th sale all together. I guess it can't hurt, but it seems (and I'm thinking purely as a buyer) that unless you are offering a 'pre-sale' discount, it makes more sense to just wait until Ebay promotes it. But that's just one persons opinion...for what that is worth 😉 Hope your promotion brings lots of sales!

I would wait for the eBay banners to show on your listings. If you pre-announce the sale you may have buyers lighting up your messages asking for the discount "right now" instead of waiting for the sale. It really is your call. Good Luck!
