Is a :
3% promotion fee better than a 2% promotion fee
Is 4% better than a 3%
Is 5% better than a 4%
or is it like hitting a Homerun in baseball where 1 foot over the fence will give you the same result as a 50 feet over the fence?

yes 3 is better than 2 but 4 is better than 3 and so on.
Depends on the other people promoting in your category and how much they are giving away. Best way to know for sure you are at the top is promote 100%

Yes.
Find your "sweet" spot as it applies to the percentage that works best. Do not spend more than is needed - you're just giving money away, if you do not analyze your sales corrollary to the percentage(s) used.

The way I look at promoted listings is: How do you know your item sold because you promoted it? Maybe it would have sold without promotion. There is no way to know for sure. Yes, maybe you started promoting, & sales increased. But maybe those sales would have happened anyways. No way to prove it one way or the other. Sales is always a roller coaster, no way to predict or explain it.
I will say that when I buy, I go out of my way to avoid buying any promoted items.
