Are you using PLS or PLA?
I changed up several PLS campaigns recently and the past 5-7 days, it has been fruitful. My impressions 3 of those days, really shot up. I am hoping this is a good "new" trend for PLS.

It might be, but for some sellers, it is the only way to be seen,
Ebay is charging fees for stores, listings, on the sale itself, fee on the shipping but they make it impossible to be seen for some items and their sellers unless you pay more to promote, no one is happy or willingly volunteering to give Ebay more fees than they are already collecting.

I actually found when I sold using the 1% for fixed price items made a huge difference for my sell through in a very congested category.
Personally, I wouldn't use it for an auction at that price.

EBay is not your friend . EBay is your landlord.
All eBay suggestions are good for eBay.
Some are also good for the seller.
I have found the original PL at one percent definitely increased the number of Views I get.
Oddly, while sales have risen, it's not the PL items that necessarily sell.
It seems, and anecdote is not data, that PL pulls in the punters, who then browse a bit and buy something else that catches their fancy. YMMV.

Savvy buyers look for the word "sponsored" and then keep looking, because they know that search result has obtained artificially high ranking... And savvy buyers are looking for organic results, because almost guaranteed the best deals are not in the sponsored listings.
And if you're a savvy buyer and you didn't know that, why then I just let the cat out of the bag.

Totally depends on what is being sold. I promoted new cabinet hardware in quantities. But, would never promote one and done sales.
