Promoted listings are out of control

Although I have never promoted my own listings I see that my listing pages are overrun with rows and rows of other sellers promoted items. It has gotten so bad that ebay is putting them before the item description. I create listings to sell my items and not those of sellers who have been tricked into giving up more of their earnings to ebay.  It is a race to the bottom that harms all sellers and it is killing my motivation to create new listings. Is this happening to all sellers and has anyone found a way around it?
