Hello , im new seller in ebay, how can i get promoted listing, from the first listing!

You can't,  you must have a history of successful sales before they will allow you to promote your listings. Try to promote your listings after you have about 25 successful sales.

Whoa my goodness hold on. 1st your a new registered member you are not a seller yet. You must wait until you have a good history of sales like @tdumonde2014. explained. Take it slow and low for a while.
