It is under your Marketing tab in Seller Hub, then click Advertising to create a PL campaign.  Good luck!

eBay keeps updating the cosmetics of the site and moving links around.

Have you noticed that recently they curved the ends of the link outlines ? They are now ovals instead of rectangles......how nice.  There are more pertinent problems with the site they could be working on, but this is how they choose to work on the site and show their presence.
