I have been selling on eBay for quite a few years now and in the last 3 months or so I have not been able to promote my items. Can anybody tell me why? Did something change in the format because I have had no trouble doing it prior to that. It is not even listed as an option when I do a listing. Even when it gives me an option for a task to still perform I can't do it.

In order to qualify to use promoted listings you have to be Above Standard or Top Rated.

Thank you both so much for your reply. I had finally been able to chat with another seller on the "Help" area. It took three to four hours of going around in circles with the  "AI assistant" and finally had to call it useless to be able to chat to someone in person. He came up with the same response as you and told me where I may be able to find how to resolve the problem. However, it was for late shipping and something else which had nothing to do with correcting my actual problem. The actual problem was that I make custom pieces and someone who orders  without giving me their specific application, I need to sometimes cancel the order and have them pick a different item which is applicable. I would cancel the order and use "out of stock" for the reason which I had no idea it would penalize me in the long run. Because of that, unbeknownst to me, yes,  my account was issued a bad performance rating. Is there something in place such as an "alert " to tell me this? I still have not found anything to tell me how to appeal that process.  It just came as a shock since my overall rating is perfect other than one late shipment!

            This brings me to what to do if my customers still pick an item that I can't possibly make work for their application?

In that case I would cancel as buyer requested.
