Do promoted listings get higher priority at time of initial listing vs. adding to currently listed items?

You're asking as if there is only one promoted listings feature. Are you asking about PL standard? Are you asking if promoting at 2% or 50% or 100%? Are you asking about PL Advanced or PL Display or Express? It gets complicated.

Which is one of the reasons I don't participate in promoted listings.

In my opinion it makes no difference with the possible exception that a Promoted listing on the initial MIGHT start getting Promoted Impressions slightly faster (a couple of hours) than a listing that has Promotions added after listing.

I have been using promoted listings and as soon as i list there up. I was creating the next listing and the first one sold before i could finish with the second listing. I am not sure if it matters what promotion your using i think they all appear as soon as you list.

I would think that the poster means...all other conditions being equal

I have to go with Hawaii, Who knows, & I don't know if there is any way to truly find out??, It's a Great Question, but only ebay has the answer.
