Did I read that correctly for a NPB FVFs will be returned but not the money charged for promoted listing?

Don't know where you were reading, but you are probably correct. eBay land is NOT a place where logic prevails.

This ebay staff member says this
We do automatically credit the promoted listings ad fee for returns and canceled items. I would encourage you to check the following months invoice to see if the fee was indeed credited.
I would think NPB would also be credited but who knows for sure

thanks for pointing that out - I also read it somewhere and was unaware that the fees were not being credited back. good to know - since they didn't work very well for me to begin with I'm jsut going to stop using promoted listings. thanks

I read over the Marketing Terms of Use and didn't find anything about refunding fees. The c&p is from the TOU - there's more but this seemed the most applicable:
"Cost per Click Pricing.
If you participate in the Marketing Service on a cost-per-click basis, you agree to pay an ad rate selected by you in your account settings for each click on your Ad.
Cost per Sale Pricing.
If you participate in the Marketing Service on a cost-per-sale basis, you agree to pay an ad rate based on the final price of an item (excluding shipping charges and sales tax) for each Sale (as defined below). This Marketing Fee is subject to our then-current minimum and/or maximum rate and other requirements.
A "Sale" means an end user or device associated with an end user (an "End User") has (A) clicked on your Ad, which will redirect to the applicable listing, and (B) purchased an item featured in that listing within thirty calendar days of that click (the "Attribution Window"). In the case of multi-quantity listings, if multiple items are purchased from the same listing within the Attribution Window, each item purchased will count as a separate Sale and incur its own fee. eBay will be the final arbiter as to whether or not a sale of an item featured in a listing constitutes a Sale. You may end a campaign at any time, but you will still be responsible for Marketing Fees for Sales if the End User clicks on your Ad prior to you ending your campaign, even if the purchase occurs after the campaign ends."
Perhaps someone will ask Trinton where it states that the fees will be credited for a 'failed' sale - I couldn't find it (not saying much, of course ).

labs thanks for the link the reason I asked is someone posted they had promoted listings that got sold but never paid for and on their invoice they were credited back their FVFs but not the fees charged for the promoted part. They claimed a call to ebay CS they were told FVFs are credited back,but not the promoted fees because ebay had done their job promoting the item and getting it sold. Try as I might I can't find that post anymore it just disappeared...

The post linked above says the credits appear on the same billing cycle. My experience is that they're not applied until the next billing cycle.
The policy page used to say that fees are credited, but since everything changed now it says pretty much nothing. The question is in the FAQ but it doesn't address whether or not fees are credited. It tells you where to look if they are credited.
Both your ad fees and ad rates appear on your eBay invoice. Ad fees will appear as a separate line on your eBay invoice and in detail where fees will be categorized by item. If eBay credited any ad fees back to you, you'll see this information on the invoice as well. You can also get up-to-date sales and ad fee details in your dashboard.
You should be able to see the credits on your invoice in the 'Discounts and credits' section. And the item level details under 'Promoted listing fee credits'.

I didn't see the post in question but it was probably a case where the fee wasn't instantly credited so the seller thought they lost the fee. The credits usually come through on the next billing cycle, you just have to wait for them.

You do realize that it merely says that is WHERE the fees credited will show up, right?
There is absolutely nothing in it to say that they do refund particular fees, just where you would see it, IF they do.

I was doing some 100%er listings good thing I noticed they stiff you on the promoted fees charged. 100% could get real expensive real fast...
