Anyone know where I can find the 'average promoted listing percentage by category'?
In other words, the rate other sellers are paying in each category. Average or highest, whatever.

I don't believe there is any such thing. And if there were, it would be dynamic, that is, it would be changing all the time.

In theory that is sort of what the "suggested rate" indicates although that percentage might be somewhat higher than the actual mathematical "average".
In virtually all advertising the advertiser sets a budget of what they want to spend, they don't think that company x is spending y amount so I will spend the same amount.
My suggestion would be to start low, monitor the results and slowly bump up the rates if you don't see the results you like.
A rate by category would be next to useless unless the Category is filled will only the exact same things, most Categories have a very wide range of items, condition of item, rarity of items, etc. Some might need a huge amount of impressions to sell while other only new a few.
On the id I do use PL I use the minimum rate, it generally increases Impressions by 3 - 4 times, reduces Click-Thru and Conversion rates somewhat and results in a very modest increase in sales. Very modest is about all I can hope for as I use that id as a holding spot for non-sellers.
