I am seeing "Promote your listing" on all my listings, offering to promote for $3.99. Has anyone used this? Does it really help? I don't sell high priced items and this seems expensive.

You are paying Ebay more then enough fees already so it seems unfair to be asked to pay even more to "promote" your items but
If you have one of a kind item for sale, it will be found by that one of a kind buyer, don't waste your hard earned dollars and hand it over to Ebay, unnecessary.
If you have a more common item sold by many sellers it might be necessary to give Ebay more $$$ and "promote" this item or they will bury it/you on page 6.
In the past, various factors such as good costumer service, buyer satisfaction, fast shipping and the best price would put you on top of the searching spot, nowadays it can by bypassed by giving Ebay more money for that search placement.
it is no longer about the best price-buying experience, it is down to how much more are you willing to pay Ebay.

I'm using the standard promotion, set at a low percentage, on many of my items. I do see increased visibility with an uptick in sales. I'd suggest testing it on some of your listings to see how it works for you. Don't follow eBay's recommended percentage; just set it at a low number that will only cost you a few cents if your listing sells.
Right now the PL fee is calculated on the item price only. Soon it's going calculated based on the total (item price + shipping + tax). 😖

I don't pay for any extras besides my store--no promoted listings, no subtitle, no bold, etc.

Some sellers use it and others do not. I suspect that it depends upon the seller looking at his own business and what he is selling.

For what you sell; no; would not be worth it.
Promo's are best for those that sell items with many competitors to give them an edge in being near the top of the search page.

That's the MVP of the winter update!
Another fee increase as sign for the eBay's future, less buyers + less sellers = less transactions.
They need to find even more creative ways to milk the sellers who are staying.

When I buy, I avoid "sponsored " items, that seems to be what eBay calls "Promoted" when a buyer searches. I figure the seller has to jack up the price to pay for the promoted listing & it will cost me more to buy it. So, I only buy non "sponsored" items.
I've never promoted anything when I sell. I'm generally happy with how things are selling without promoting.

It only makes sense to promote listings if you are selling exact same thing as everyone else. Your items are unique so it doesn't make sense to use promotions.

It sounds like what you are describing is "Promoted Listings Express". With this option you pay up front (not a percentage if the item sells). You pay this fee if the item sells or not. If it is on a Fixed Price listing that auto relists, you are likely going to be paying that again when it rolls over. You can read about it here:
