Problem of create and saving templates

I have been stuck on the site for almost 3 months. When every time I clicked the create listing, and can't enter the page. Does anyone have suggestion?

I have used Google Chrome, Microsoft Edge, Firefox and even eBay mobile App, still the same problem.

The words Ship To, Sell, Watchlist and My eBay appear in the upper right corner.
Try clicking on Sell and report back to us what happens.

@onlinecentral I clicked the Sell first and then it changed to the templates page.

But still the same result...
