Hello,
I will preface this with saying that I have sold on and off for a lot of years but something has me stumped for sure. (Well a couple of things but let's start with the major issue). I know long time sellers can give me a push in the right direction
I mistakenly offered my listing to International Customers not realizing I should have tweaked some things (like making it a choice for Flat Rate), but when I looked up current pricing on the Flat Rates I am confused.
My questions are:
1) Is it a different price to different countries? I haven't been able to resolve to question 2.
2) Why does the PO list $24.95 on this page https://www.usps.com/international/priority-mail-international.htm ?

The 24.95 is for a priority flat rate envelope to Canada. The rate is higher for other destinations

yes,Canada is cheaper,rest of the world is the same.
best is to charge $1-$2 more than actual shipping cost,just in case,also priority mail has $200 insurance included,may be not all,so check in advance

You have some items listed with first class international and some with Priority international flat rate envelope. First class int'l and the Priority flat rate envelopes and small flat rate box are all treated exactly the same so it would be less expensive for the buyer if you used first class international. However, there are only some countries that do have delivery confirmation when you use one of those 3 services...they are listed on the following page:

I believe that the other International Priority flat rate boxes and regular Priority have delivery confirmation to most countries but those services are quite expensive.
