I have some high quality items. But the same item of the same size low quality product is for sale on eBay. The items I have are a lot more expensive than the items mentioned there. If I list those items on eBay for my price, will the price fall under the gouging police?

Not unless the item itself is restricted to authorized sellers under the price-gouging policy.

If that is the case, then your items will fall under the price-gouging policy regardless of whether your price is higher or lower than others.

You are in Sri Lanka.  You are dropshipping from China.  You have one listing for 25 cents + free shipping.  If it sells, you will actually lose money.  You need to rethink your business plan.

As to PRICE GOUGING that applies only to the sale of items that are essential to life, being sold during a government-declared amergency.  Aquarium supplies do not fit into that category, so you may charge any price you like for them.

On eBay, the term "price gouging" refers to sellers listing essential items at exorbitant prices.

Your items do not appear to be essential.
