At the end of a conversation I've had with a potential buyer, they asked,
"what is the final price for this item?"
The listing started with a BIN, but has a few bids on it now. Is buyer asking for what the original BIN was?

Who knows, but if you wish to respond, I would say something along the lines of the bidding will determine the final price.

Just a guess, but I think the potential buyer is asking what price would you take for the item, with the expectation you would end the listing to sell it to him.
Has the buyer mentioned that this is a gift for some relative? Is the writing in broken english and very generic (for example, does he say "the item" rather than the specific item name)? Has he asked for your phone number so he can text?
With the high priced items from a new seller you are a scam magnet and there is a pretty good chance that this potential buyer is trying to set you up.

Blocking only applies to a username, not a person.

If this is an auction that started out with a BIN option but has received bids, the answer to their question is that the final selling price is yet to be determined. Frankly, the mere asking of such a question would raise red flags to me and probably end up with that person joining my BBL.
