Potential Scam?

I sold a laptop to a buyer who had plenty of positive reviews and seemed trustworthy. They payed the next day and I shipped out the laptop the following day. The tracking number shows it was delivered and signed for a few days later. But I get a refund request from the buyer claiming he never received the item. I asked him to check around and ask anyone who may sign for him. He replies the next day saying again that he hasn't received it and nobody else can sign. I ask him to check to be sure and also check the post office. He never replied after that and it's been over 3 days. With the time limit to resolve this ending in less than 24 hours. I have screenshots showing the tracking on eBay and on a 3rd party tracking site which shows it being signed for. I also have the receipt for shipping it. Does this seem like a scam at all? How would I go about contacting eBay about this?

Wait and see if he files a case, then supply the tracking number.

Respond to the INR claim with the tracking number. In the comment section, you can say, "according to USPS, tracking number (fill in blank) was delivered on (date) at (time) and signed for.

You will win the case though it may take a few days for ebay to close the dispute in your favor. If it doesn't close automatically, you can go back in the day after the buyer's time limit to respond and request that it be closed. (When you respond with tracking, they don't close it immediately. They allow the buyer time to "find" the package.)

It could very well be a scam. You don't need to contact Ebay.  I personally would never sell an item that expensive here on Ebay because this is the result.  Tell them to file a INR (item not received) claim.  Ebay will ask you to remit the tracking numbers, so you should be good.  You need to reconsider your return policy and accept returns.  This person is counting on this to get their money back and keep your laptop.  Protect yourself.  No returns does not mean no refunds.

Food for thought...never list anything you can't afford to lose.

Good luck and be careful.

If the buyer opened an INR, then your uploaded  tracking information should confirm that the buyer's claim is most likely false, and you will be in the clear.

Its possible that the actual buyer may not have received the item, but if it was delivered to the address you were supplied with, then you completed your job.

Thank you. This is my first time selling through this so I was aware of the consequences. Thank you for the warning I'll be more careful.

When you have tracking showing delivery (and when required, s.c.), you never have to issue a refund.

Good for you that you had the item signed for. That will also be in your favor as far as proving the item was delivered. Sit tight and you should be protected.  The item must show being delivered to the recipients registered address on ebay. If it went somewhere else and somebody other than the buyer signed for it, then there would be a big problem.

You can also go to the post office, most can retrieve the actual signature and gift you a print of it.
