My listings show that a certain number of people have looked at what I'm selling. Is there a way that I can find out who those folks are? I could reach out to them and offer them a special. Thanks in advance.

You can send offers to those watchers who have offers enabled, but there's no way to see who has actually just viewed your item other than that.
You can see eligible watchers to send offers on your task pane in seller hub.*
*these include people who have viewed your item a certain number of times (i.e., 3 or something) which eBay has determined expresses enough interest, without putting it on a watch list.

No there is not a way to see and send offers to people who look at your listing.

You can only send offers to watchers, and then only if they haven't disabled the option in their settings (or have enabled it, not sure if it's opt-in or opt-out). eBay doesn't want you harassing everyone who merely views your listing, possibly even by accident.
