Tracking don't mean anything.. The postmaster had the postman confirmed weight in package when delivered and sent me documentation stating this that i provided to ebay and the buyer in the complaint. Buyer states empty box. A EBay has him ship me an empty box because he had chose not as DESCRIBED. They didn't even read the postman letter because they believe he shipped it back, all while stating box empty. I lost the claim.
HAS EBAY WENT AGAINST THEIR WRITTEN POLICY WITH ANYONE ELSE? HAPPEN OFTEN?

Just to clarify, the tracking information stating delivery won't help in a Not As Described claim. But if you have this documentation stating the weight of the package at delivery, this might help you in an appeal. You have 30 days to file an appeal with eBay contesting their finding for the buyer.
What i think you will need is the documented weight of the returned empty box versus the documented weight of the package you sent. I am assuming they sent back the empty box to you based on what you wrote. Submit the documentation in the appeal. I would also file a rifled mail report with the Post Office, and submit a copy of that too. The name of the game in the appeal is to present your evidence in a clear, unemotional way. They are particularly interested in seeing new info.
There are no guarantees you will prevail, but it is worth the effort to appeal. By the way, how do you know the box did not arrive empty? Things happen in transit. It doesn't automatically mean the buyer is a fraud that they made this claim. However, there is always the possibility the buyer lied to get both the item and the refund.
So, if this ever happens again, it is best to tell the buyer that you are shocked and dismayed the item was gone from a sealed package, and that you will get to the bottom of it. Tell them to save the packaging for the postal inspectors because you will immediately contact them to file a rifled mail report. Tell the buyer that the post office will surely investigate the claim because the USPS takes theft of the mail VERY seriously. And that you will need the buyer's cooperation in the investigation, to turn over the package and sign a statement that the contents is missing. The reason to do all this is to put the buyer on notice that there will be reports made to the authorities. If the buyer is an innocent victim, they will appreciate the effort. But if they are pulling a fast one at your expense to defraud you, well, the missing contents just might suddenly reappear. The last thing a scammer wants is to be on the authorities' radar.
One more question: What was it exactly that happened to support your belief that eBay went against its own policy? That may also be good intel for the appeal if eBay did not follow their rules.

The advice you gave is great but I think the letter from the PO the OP is talking about is confirmation from the buyer's PO that there actually was an item in the box due to the weight recorded.

I'm confused when you say the "postmaster had the postman confirmed weight in package when delivered".
Are you saying that when you shipped the item to the buyer, for some reason the postmaster in your buyer's town had the foresight to have the postman put the package on a scale when it was delivered and record that information so that later on when the buyer filed a claim that information was able to provide a letter to you?
Or are you saying that when you recieved the return, your local postmaster had the postman weight the package that was returned to you?

THE WHEN I RECEIVED THE BUYERS MESSAGE,"WAS DELIVERED BUT FLAT RATE BOX EMPTY" I KNEW ID USED A ROLL OF CLEAR TAPE TO SECURE BOX, SO I WAS SKEPTICAL. BECAUSE IT WOULD BE OBVIOUS TO WHO HANDLE THE BOX IF IT WAS EMPTY OR HAD THAT MUCH WEIGHT I CALLED THE DELIVERING POST OFFICE SINCE IT WAS JUST DROPPED OFF. LOST CASE EVEN ON APPEAL. WHEN BUYER HAD SELECTED THE REASON FOR RETURN, NOT AS DESCRIBED WAS CHOSEN. THE REFUND REQUEST WAS RECEIVED FOR THE ITEM TO BE RETURNED AND HAD THE BUYER SHIP BACK THE PRODUCT. I WAS SENT AN EMPTY BOX FOR A REFUND OF OVER $200

I AGREE, BEING GREEN I LOOKED TO THE CALL CENTER FOR PROCEDURE TO FOLLOW. MORE THAN ONCE THE CUSTOMER SERVICE REP TOLD ME THE ITEM WAS RETURNED AND THAT TRACKING NUMBER QUOTED TO ME.

WEIGHT NEAR 20LB BUT BELIEVE ALL INFO WASNT READ WHEN DECISION MADE AND EBAY JUST TOOK IT I GOT MY ITEMS BACK BY ONLY GLANCING OVER IT

If the buyer actually received a damaged box and the box was empty upon delivery, then filing a SNAD is appropriate as the shipment was damaged in transit. Which sellers are held responsible for on Ebay. The PO is pretty good about putting a note on the package saying it was damaged as well. If this is what happened, then that would be reason to overturn an "delivered" status stated on the online tracking. Because it is a SNAD Request due to being damaged in transit.
