Got a message saying that they were interested in 9 of my plushes and asked if i would accept best offer i was very happy by this and said yes so they send me offers on like 13 of my plushes and i accept they message me saying "Hey there! I've sent the offer. Could you please send me an invoice when you get a chance? Also, if you can, try to keep the shipping cost as low as possible. I'll pay right away (or as soon as I have some free time, lol). Thanks!" Which i respond with "Yup i accepted it i will try to lower shipping as much and send you a shipping refund as soon as you pay and i package it up ill take them as soon as possible to the post office thank you again!" After about 10 minutes i get a message stating "Can you send me an invoice before I pay? My bank sucks, they usually take forever to process refunds. It can be up to 25 business days or even 40! One time, they took a whole 2 months just to process a $10 refund. Haha, smh!" I really needed the money still do lol so i sent it to them havent got a response in about a hour

The unrelated account aside, it's normal to send a single invoice for all 13 items showing a combined shipping discount for the buyer to pay within the usual deadline.
Then just wait. Be sure not to resend the invoice, as that restarts the deadline by another 4 days each time it is resent. If it is paid, send your combined shipment. If it is never, paid ... you know what to do.

that in itself screams scam. Scammers have many excuses for not doing it your way.

Not necessarily, I frequently search for things using this id or my main selling id, I might ask a question, when answered (if it's the answer I want) I will reply with a thank you and mention that I will be making the actual purchase using a different id (my buying account).
I could just buy it on a different id but I like to make it known to the seller that their prompt answer to a question is actually resulting in a sale.
