I am a new seller on ebay, but not new as a customer. I listed one semi-high end item. I have a first offer from what I believe is a fake account. How do I decline the offer without getting bad reviews as a new seller or getting in trouble with ebay? The buyer is a new member who appears to have set up the account around the  same time he made the offer to my item.

Thank you, Richard1rst.

He made an offer for the asking price. But, I'll go ahead and do what you suggested. Hate scammers. They're so easy to spot and they think they can outsmart us. Ebay is buyer friendly and I don't want to have any issues as a new seller.

Very much appreciate your assistance.

You can decline ANY offer without having to give a reason. No harm no foul.

All you have to do is respond:

Declined.

No further comment, no explanation.

If they respond "what is your best price" I simply reply with my original asking price. Again, no comment, no explanation.

On eBay, there are four acceptable responses to offers:

Accept.

Decline.

Counter.

Ignore, and the offer expires in 48 hours.

An offer for the asking price on a fixed price listing is not a possible scam, it’s a definite scam. Ignore the offer and block the buyer.

You won't get in trouble.  Just decline the offer.  No one can give you negative feedback for not accepting an offer.
