Possible Bug...Add or review promotions not adding a listing to existing sale

I currently have a sale going this week, and when I list new items, I will select them and use the new "Add or review promotion" action and add them to the existing sale.  It will add the new listings to the sale, except for one specific listing.  I have tried adding this listing many times and it still have never been added to the sale, but all of my other listings I have been able to add just fine.  This has happened a few times in the past month on a specific listing, but usually they will finally join the sale after the 4th or 5th attempt.  This one never has been added.

Has anyone else experienced this?

I have, sales promotions can take up to 12 hours from start time for the sale event to begin.

There is a message regarding that in the sales promotion just before launch.
