There have many many times where buyers don't leave feedback, there should be some sort of feedback points awarded when no feedback has been left after a time limit has been reached.

I couldn't care less if buyers never left me feedback again. Like you OP, I have more than enough. And as far as being "awarded points" whether you may deserve them or not? This isn't T-Ball. It's eBay.
Getting to keep the money is the only reward I'll ever need.

Feedback is useless - so do away with it. Mercari recently implemented a program wherein a seller receives automatic 5's 3 days after the item is delivered if a buyer does not leave feedback. I personally can do without any feedback as there are too many false positives - that don't always stand out and buyers who don't leave feedback unless the transaction is really really bad. I'm left with a false sense of security then as a buyer as I can't adequately judge a seller's performance.

I don't understand how buyers getting false positives affects your use of feedback? If you're selling you don't usually see their feedback. If you're buying, sellers cannot get "false positives" since they exist for bad sellers to get around the rules of no negatives.
Sellers should be thankful when buyers leave negative wording with a green dot instead of red . No future buyer will ever see it.

Your idea has been floated many times on this Board. Generally, feedback is not left as much as some would like, but that does not mean it should go away nor does it mean that there should be automatic points.
Buyers who vet carefully, as they have been told and encouraged to do, need those feedback comments to be able to read them and judge whether buying from any particular seller is a good idea or just another problem waiting to happen. Even if the feedback is there, it may not be accurate even if negs were posted, if they are removed. If you have good feedback from your buyers, you would want feedback to stay so you can show your excellent service. If what you propose were implements, most buyers have stated they would be sure to post that negative that they may have decided to forego under other circumstances, so that the seller did not get an undeserved positive.

I've had a couple Bad unhappy transactions as a buyer.
The sellers were low fb. Learning, I felt. Well meaning.
So I left them No fb, instead of something worse.
I do the same thing. It makes no sense to indiscriminately leave negs just because one may be deserved. Some may feel otherwise, but they might feel differently if they received a neg, YKWIM.
