One of my items has a policy violation. I don't know how to fix. There are other identical items sold by others on ebay. The item was listed as: Byrna SD Launcher - Black/Yellow - With Carry Case and extras
in the description it clearly states: Cannot be shipped internationally or to the following states: CA, NY, Washington D.C., Oregon, or Hawaii in accordance with local and federal laws.
This item is clearly not a firearn.
How can I re-list this item and be complient?

eBay told you not to sell it. It's their site, their rules regardless of the item.
You only can sell items here that eBay says you can. Doesn't matter what others are doing. They told you.

You can't relist it. If an item is illegal in any one state then it can't be sold on Ebay. Stating in the description that it is not legal in a state will not help you one bit.

I did notice these pistols do not have an orange tip on them.

And I am having trouble finding the guns(pistols) sold on eBay by themselves or in a kit. I see holsters and Byma parts, but no kits like yours.
