I am planning on giving a refund to my buyer, but I don't want the item back. Because of that, I don't need to send a return shipping label, but I cannot figure out how to refund her with out providing a return shipping label. Any advice? How do I do that? I've been trying all afternoon! Thank You

Go to the item you want to refund. Click the drop down menu scroll the menu for send refund.

If no request/case/claim has been made then refund as shown by @ebooksdiva
If a return request has been opened then one of the choices in the request page would be to refund without return.
On eBay I like to follow the "process", if a buyer messages me to explain a problem with their order (wrong item, error in description etc.) I ask them to open a return request where it's simple for both parties and I am assured of having my fees refunded.
You can do it via the normal refund process, only danger in that is eBay might misconstrue the reason for a full refund and "might" not refund fees.

Just to put your mind at ease. I have done refunds through the simple "send refund" link and on the preview before I click "send" it shows the refund AND the refund to me of the FVF fees.
So for instance, it would look like this:
Purchase price $20.00
- FVF (13.25%-10% TRS+) -2.39
Amount you owe. $17.61
So the buyer gets $20.00 and I only charged $17.61 which, except for the 30 cents, is what I received originally.

It's quite common for sellers who trust their customers to refuse the return and make the refund promptly.
The go-to example would be glassware *broken in transit.
Rather than receive a box of shards- refund.
And conversely, a seller with a No Returns policy can still demand the return of the purchase before refunding, but will likely have to pay for the return.
And a very cheap item is often not worth paying return shipping on-- and also unlikely to be a fraudulent claim in any case.
Most people are honest and Claims are often just a case of disagreement rather than fraud.
*Usually this would be the result of poor packaging. Sometimes the shipper was at fault though.

If your buyer opened a Request for Return case, you MUST go through that case. There is a spot inside the claim where you can just refund the customer. However I would suggest you send the buyer a little note through the claim and let them know that you are allowing them to keep the item and you will refund them. Otherwise the buyer may still think [well an honest one] that they still need to send it to you.

What address did you send the item from? Wouldn't your address be on the label anyway?
