I'm pretty sure that the "picture pack" was an old offer when eBay used to charge for pictures. I don't see any evidence it still exists since they now offer 12 for free.
I am curious though. What are you selling that 12 pictures are not enough?
If you absolutely need more than 12 you can imbed them in the body of your listing from a hosting site.
