“Pick any 3” listings ... ok or not?

I have heard that eBay does not allow listings that offer a list of items as “pick any 3 for $20”.  Why would that be a problem?  If you list as a Buy It Now for $20 eBay would get all the fees it is entitled to when/if you sell.  Is it actually true that eBay does not allow these?  If so, why not?

You're not allowed to list "choice" listings, where the buyer has to choose between different items. That is becuase they are confusing, and usually lead to dissatisifed buyers.

 

You're supposed to use a Variations listing if you have more than one item and you want to sell them in a single listing, but they are supposed to be the same kind/model/condition.

Offering choices

By using listings with variations, sellers can offer variations of the same product in a single listing.

Allowed Allowed
  • Listings with variations can offer a choice of size, color, scent, quantity, or material as long as the items are otherwise the same
 
...
 
Not allowed Not allowed
  • Selling different brands or models of an item in a single listing
  • Offering a choice between two different items, such as a watch or pair of shoes
  • ...
