If I understand correctly there are really no benefits anymore for TRS? The postage and FVF discounts are just for TRS +?

All Top Rated Sellers pay the Commercial Plus rate for all of their Priority Mail postage labels, even for listings that do not qualify for TR-Plus status. This rate is currently about 3% lower than the regular online rate (Commercial Base) but that difference is scheduled to disappear when the new rates go into effect on January 27, 2019.
To qualify for the TR-Plus badge, the listing must offer 30-day returns at no cost to the buyer (AKA Free, or "seller pays for return shipping").

Here is a link that explains the difference. I hope it helps:

Thank you. Even though I am no returns, I still accept returns but expect the buyer to pay return shipping on remorse buys. Which is a standard business practice of most e-commerce businesses. The free returns is just not in the cards for me. So I’ve pretty much ruled out being a TRS+. Bummer about the postage changes in January. I’m still deciding how to handle that since most of my shipping is First Class. I might just up the base price of my listing slightly or go to calculated shipping and figure out a handling charge.

I know where you are coming from. I wasn`t going to do the "free returns" thing but after a few months of not getting the discount I was used to, I swapped some of my items higher priced, lighter weight items over to free returns to save myself some fees. I seldom get any returns so it`s worked out well.
I`m still haven`t decided what I`m going to do about the USPS rate hikes either.

It pretty much boils down to figuring out if it's worth it to shoot for the measley 10% discount on final value fees by risking free returns on your listings. Depending what you sell, just a few free returns can more than wipe out any gains you make with the 10% fees discount.

^^THIS^^
OP, what is your return rate now? If you don't have returns, or rarely have returns, offering free returns isn't going to somehow open the floodgates (unless you sell clothing, electronics or anything rentable. Then, it just might!)
I've had free returns for over two years now. I didn't have returns before I offered it, I haven't had any since I started offering it. All you can do is try it and see what happens. So far it's worked for me, but rest assured if I started getting too many returns I would not hesitate to go back to buyer paid returns. That $3 or $4 discount (for me on this account) every month isn't worth it.

My return rate is 2.24%, I don’t sell high volume so I’m afraid that few extra returns could hurt. I usually refund or accept a return right away, that 2% is the exception that used my item and then filed a SNAD. I sell Jewelry, Clothing and household goods. I suppose I could try and play it by ear.
