Phone number verification for Seller Account Not Working

"Something went wrong. Check everything is right below." error every time I try to text/call to verify.

I tried to change country code to Canada, American Samoa and every other country with +1. Same error.

I tried to use a Google voice number and other phone numbers. Same error.

I deleted my PayPal info in Payments. Same error.

Account from 2001 as I know this only impacts old accounts.

Support says known issue but it's going on months now with no account access.

What are my options? Just start a new account with 0 feedback and try to build a new account up? Anything else?
