Did you mean:

Phishing Scheme

So I am pretty sure I just sent my item to a person who was scamming. Did I just lose my item and all the money for it? What do I do now?

If you sent the item to a freight forwarder address (usually in Delaware, Oregon, FL) probably nothing.  The scammer is out of the US, and is likely immune to any law enforcement options in the US available to you.

You are a new seller, and are much more likely to have the usual scammers take advantage of that fact, thinking you simply don't know any better.  There is nothing wrong with being new, everyone here started in the same place.  It would be to your advantage to educate yourself so you see the "next one" coming and can take steps to perhaps head them off at the pass so to speak.

Read here.  Read the Buyer and other boards, too.  It is the best place I know to learn what those vague eBay policies actually mean when they are put into action, and how they are taken advantage of by less than savory members.

Knowledge is power.  I hope this was not an expensive lesson.  If in doubt, never be afraid to ASK.

If you still have the original communication in your eBay messages, you can report it on the message page under the "Action" tab.  Do it.  Then find out about adding the ID to your blocked bidder list, so at least that one won't be back.

I got an email saying that a payment was made so I sent the package, but then because I got an email from him that seemed off and so I don’t think he actually paid and now he’s got my item.

There is no reason to wonder whether a buyer has paid. Your eBay transaction history in your seller hub will tell you if he paid, how much he paid, and when he paid.

If you sent an item to a buyer based on a phishing email 'notification', then you just gave a scammer a gift. Neither you nor eBay can force a buyer to pay you or to return an item.
