I don't have received payouts from eBay since this year. look at the problem and drop the money into my Payoneer account.

If you haven't received payouts are you sure your Payoneer account was sucessfully linked to Payoneer? What date did you link Payoneer.  Did eBay send you an email saying you're  all set?  

After linking Payoneer if there's no activity for several months then Payoneer will temporarily  close your account and you'll  have to go back to Payoneer and enter the last 4 digits of your card to reopen your account.
