How do I get a payout when the buyer doesn't Mark deliver

As a bookseller, that's not true.  And buyers are not required to inspect the books within 10 seconds, or 24 hours.  They have the same 30 Day Money Back Guarantee that any other buyer on eBay gets.

What if you start reading and find a missing page?

It doesn't matter what the item is, they are all treated the same.

Might be, but Ebay doesn't know that.

Since the buyer has 30 days to return an item, Ebay wants to make sure the funds are there to refund if needed.

After awhile, the holds will stop on most items.
