I have made a pay pal request to a buyer.I was sent an email that suggested it was paid but no where on my PayPal account shows any kind of payment made or pending payment. 

Is this normal or could it be a scam ? Thanks for any advice

If the $ are NOT in your paypal, the 'email' was a fake.

There is no need to make a paypal request to a buyer.   There are automatic payment details within the confines of eBay.  If you text with a buyer they have your email address and camn send fake notice you were paid.

It's not just unnecessary. It's not allowed for eBay sales.

I'm on mobile so perhaps I'm missing it, but I do not see any sold items under your ID here. What are the circumstances for which you're sending a Paypal payment request to this person? Normal eBay sales do not work this way.

If you replied to a "text me" or "email me"  scammer that contacted you through the ebay message system, the closest you are going to get to any money is the FAKE payment email they sent you.  Do not click or respond to any handy links provided in those emails.  These people are NOT buyers, they are crooks trying to get you to ship merchandise without getting paid.

The buyer asked for me to send them a paypal payment request. I wont make that mistake again

Lots of other places that use Pay-Pal, not just eBay. If I sell something non eBay related, on a different site, I can invoice the buyer for payment. If I buy parts from some of the online outlets etc I can use Pay-Pal. If I want to pay for postage on non eBay package I can.
