The item I listed got sold but now the buyer sent me a message asking me to contact him on his cell phone or email and he wants to pay me through PayPal and not through the eBay well he's said he sent the Paypal payment in and it looks like a fake account so what do I do

Do NOT contact a buyer via cell phone or email... keep all correspondence in eBay messaging.
If the buyer hasn't paid you in 4 days... on Day 5, cancel the order citing, 'Buyer hasn't paid'. It'll free up your item to relist and will give the deadbeat the Unpaid Item Strike that he/she deserves.

It's a scam.
Report the buyer https://www.ebay.com/help/selling/resolving-buyer-issues/reporting-issue-buyer?id=4084 Use the reason "asking to complete a sale off eBay".
Add the buyer to your blocked bidder list: https://www.ebay.com/bmgt/BuyerBlock Ignore any further messages from them.
Cancel the sale immediately using "problem with buyer's address". You don't have to let the unpaid item process play out. You can do that here: https://www.ebay.com/help/selling/getting-paid/cancelling-transaction?id=4136
For your reference, this is how the scam works:
All contact should always be through eBay messages. Do NOT, under any circumstances, give your phone number or email address to a buyer. Do not send a Paypal invoice, either. Your email address can be found on the invoice. Do not click links that claim to fix a buyer's payment issue. There is no legitimate link for buyers to fix a payment issue.
No legitimate buyer needs any of these things, and no legitimate buyer will give up their eBay buyer protection by paying off site. Your "buyer" wants your email or phone number so they can send you a very real looking, but very fake payment email. They are hoping you are too inexperienced to verify the payment. There will be NO PAYMENT, only a fake email saying you've been paid and you must ship immediately so the payment can be released. This is a lie. This person wants you to ship your item without being paid. They want to steal your stuff.

And you gave him your PayPal email address so you could receive a payment outside of eBay? That's a big no-no to take the payment off of eBay.
That's how scammers trick you into stealing your item. They send you a fake payment receipt and hope you'll ship.
They're not going to pay. On the 5th day cancel citing unpaid and relist.

It's an attempt to scam you; good catch and call in asking others first. If buyer 'bought', cancel, report, block bidder and then relist.

I think its kind of rare for buyers to have payment issues
maybe a new buyer but I think most buyers just hit that pay now button an go from there without giving it much thought
repetition is the name of the game with ebay
once something works good you can try doing it that way all the time

Okay thank you so much for your help I just got declared legally blind and I'm trying to make some money and I'm trying to do it right so I appreciate any help I can get it
