eBay has placed a hold on the money until the buyer gets the item. Why? I have bills to pay

Because you're a new seller there will be eBay and or PayPal holds this is standard for new sellers till new sellers hit a certain level of trust with selling on eBay.

Yes it is unfortunate that bills are the way of life for most people. You aren't the only one that has to deal with them. Most of us have the same issues as far as that goes.
It is a bit hard to help you without knowing more about your selling account. Did you get into some account issues due to selling issues with buyers? Or are you a new seller?
Correct me if I'm wrong, but I'll assume you are a new seller. Anyone that comes here to sell really should do their homework FIRST and learn the basics of selling. It will make you a better seller and help you to not have some nasty surprises that can cause you issues that may be difficult to resolve. It also may same you real money.

There are restrictions on new sellers , some of them Buyer Protections, some of them Seller Protections.
If you have a Hold on your customer's payment,you can still buy a shipping label through Paypal with the Held funds. Remember to buy tracking.
This also allows you to confirm that the buyer really has paid. Which is also a Seller Protection.

Payment holds are a security measure. They help eBay insure the seller is legitimate and that the item is received by the buyer as expected. The criminal element could put up phony listings of items they don't have. They do not intend to sell but to defraud the buying public, by pocketing the payments and then skipping town, mailing nothing.
