The buyer has 4 days... business days or not. You can cancel the order citing 'Buyer didn't pay' on Day 5.

If cancelling manually, you will get a new choice of Reason for Cancellation on Day 5: "Buyer didn't pay." Before that, there are only other choices that would not apply for a straight non-payment, but when "Buyer didn't pay" appears, you'll know that the payment window has timed out and you're free to cancel.

You can give them as long as you want, up to 30 days I think.
