Just received this email from PayPal, called them immediately and they verified that effective 5-7-19 when sellers have to refund a buyer they WILL NOT get their 2.9% back. PayPal will keep it.
We are updating the PayPal Account User Agreement for U.S. customers. These changes will go into effect on May 7, 2019. If you agree to these changes, you don’t have to do anything. If you don’t agree with these changes, you may close your account. If you close your account before May 7, 2019, the changes will not apply to you.
Amendments to the PayPal Account User Agreement
We’re removing the flat rate pricing for sending money to friends and family members who have PayPal accounts in a country other than the United States and introducing a new variable fee of 5% based on the amount you send with a minimum of $0.99 and a maximum of $4.99 per transaction. We’re also removing any variation depending on the recipient’s country.
We are changing the currency conversion spread to 3.25% over a base exchange rate in situations where you are a sender of money in a PayPal transaction.
We’re changing how we treat refunds. If you refund (partially or fully) a transaction to a buyer or a donation to a donor, there are no fees to make the refund, but the fees you originally paid as the seller will not be returned to you.

It's the way of corporate America, TAKE, TAKE, TAKE, TAX,TAX,TAX. I live in Rhode Island and ALL the Stop & Shop Supermarkets in New England just went on strike. There backed by the Teamsters, Great for them, I have refused to go there for years, That Company-not even based in the United States anymore made 2 Billion in Profit last year and all they do is lay people off and want the Highly Underpaid workers there minimum wage workers to take a PAY CUT! Amazon and Bezos just announced they are starting to TAX the final Value Fees on Sales, and check the list out of NEW TAXES---TAKE TAKE TAKE TAX TAX TAX

No idea, but people should be calling. As far as the Amazon announcement that just hit and is now on Ecommercebytes, the way I read it the NEW TAX on the Final Value Fees collected will be different for different states. But the seller not the buyer is being hit with this.

Amazon I hear is getting like the old slave labor camps. People there cannot even go to the bathroom . There will come a day when the elite will rule the earth. I hope I am not around when that happens. It will be like THE END DAYS.

Pretty soon it won't just be the big corporations or states stealing money out of our pockets it will be cities, counties and municipalities also. Kind of like when I go out to dinner now, I don't just pay a TAX on my meal to the state of RI, I also pay a tax added on to that to the City or Town I am dining in! oh and the sales tax to both parties is you guessed it TAXABLE!

You might think about changing the title of your thread.
To 'forfeit' means to lose by misconduct.
What has the seller done wrong - misconduct - that is the reason for a penalty of the fees being kept by PayPal?
The only misconduct I can see is using PayPal.
The foolishness of one's actions or words is determined by the number of witnesses.
Perhaps if Brains were described as an APP, many people would use them more often.

I honestly don't understand a tax on fees by the one paying them. I really don't.
