Using USPS First-Class Pkg.  What's the best way to package and ship a plastic 2oz liquid filled bottle?

Small box (do not use a padded envelope)...also make sure the liquid is acceptable for shipping (i.e. not flammable, etc.).

Well said. I would also enclose it in a ZipLok bag, so that in the unlikely event that it springs a leak in handling, the contents will be contained.

Use an ample supply of bubble wrap as well.

I do not believe that you can ship liquids first class - they have to go ground.

Not true. Only certain liquids must go ground (flammable under certain conditions).

We always place bottles in a ziplock bag, fold the bag over and then and then tape down the top of the bag as tight as you can.  Some bottle seals are not the best, especially if it is an older, vintage bottle.   After you have your bottle wrapped, you can always wrap it around a sheet of bubble wrap for further protection.
