Why doesn't Ebay do any kind of address verification? My latest buyer (joined Ebay the day of purchase) purchased a $125 item. I printed out the label through Ebay and sent it off Priority Mail. Today the tracking went out for delivery then next scan is incomplete address. I take a look at the address that the buyer supplied Ebay and I see that this new buyer has their address as the street name with their zipcode instead of house number. Wish I would have noticed this before sending the package out. So this package is undeliverable due to incomplete address - what do I do when I get the package back? Do I refund the buyer minus the shipping? Do I also minus my ebay fees (about $20) from the refund as well? This is going to be a nightmare (new buyer and all).

It's not up to ebay , it is the buyer that needs to provide their correct address.

Ok fair enough...what about my actual question

You need to wait until the buyer opens a item not received. You upload the tracking showing the item was returned to you. Buyer loses.
Items collected by a third party on behalf of the buyer | Not covered |
The buyer arranged their own shipping method, such as a courier pickup | Not covered |
The buyer provided an invalid or incorrect address at checkout | Not covered |

I would refund the buyer minus the shipping.

UNDELIVERABLE ITEMS

This is the part I'm referring to
Exclusions and special coverage when the buyer doesn't receive an item
Items collected by a third party on behalf of the buyer Not covered
The buyer arranged their own shipping method, such as a courier pickup Not covered
The buyer provided an invalid or incorrect address at checkout
Not covered
An ethical seller would refund the payment, less shipping costs, eBay fees, and international payment processing fees.
But it's my belief that eBay will not require any refund.
And from a thread on the same question:
Hi @femmefan1946! You're correct in that a refused package is on the buyer and not the sellers responsibility to refund. As long as tracking shows the package was refused, then we would side with a seller if the buyer opened an Item Not Received claim.
I agree that I would not withhold all the money, but it is up to the seller if they would like to withhold shipping, refund the buyer entirely, or keep it all. If the seller is okay with refunding the buyer entirely and being out the shipping costs, then they can cancel the transaction using the buyer requested option since in essence, they did by refusing the package. If the seller wants to retain the shipping costs, then they can message the buyer a heads up (not a requirement but a nice thing to do) and then refund them partially through this flow here.

The point being
EBAY DOES NOT REQUIRE THE SELLER TO REFUND A SINGLE PENNY IF THE ADDRESS IS UNDELIVERABLE.
What an ethical seller does is up to the seller.
