Has your account been approved by Payoneer & eBay? I see no sales or previous sales.  I would look into your account and how it is set up.  Were you suspended? You may not be able to proceed unless you have gone thru all the protocols eBay requires you to have before you sell.

Okay.  The "regulars" who post here do not use Payoneer or know much about it and could not recognize "e193387-1212412x) as a Payoneer error code.

Hope you get it all straightened out and can start selling on eBay soon.
