It predicted this would impact a number of companies, including Stamps.com and Pitney Bowes, which have been offering the discounted prices to customers.
If this idiot allows this to happen, kiss your eBay postage rates goodbye. Pitney Bowes is who provides the discounted prices to eBay.

"A 2019 report by the Postal Service’s Office of Inspector General about the program was highly redacted, but it noted there were “allegations, at a high level ... that certain PC [personal computer] Postage providers were working with resellers to route shipments from existing USPS customers through resellers’ discounts on a massive scale.
All this was occurring amid “the soaring financial fortunes of these PC Postage providers at a time when the Postal Service is doing less well,” the inspector general’s report said. ”"
In other words, cheaters who aren't satisfied with what they have, they want more and don't mind stealing it from someone. Always, always a few bad apples spoil the whole barrel for the rest of the honest folks out there. Look for the free shipping supplies to go away next, and I wouldn't be surprised if Media Mail went bye-bye as well. Thanks a lot, postage cheaters.
I swear, people make me sick.
I believe what they are talking about is the fact that someone who only mailes say christmas packages gan get a free pirateship account, get the discounted rates instead of going to click n ship or the counter and paying more.
I would hardly call anyone who shops for a better deal a "bad apple" or a cheater

Hi everyone! We know there has been some chatter and concern over the possibility of the USPS ending discount programs and we’d like to assure you that any changes made will not impact the eBay label rates for USPS.

Good thing we can still get discounted forever stamps from China.

The program that was axed is specific to the "Approved Reseller" program and will not impact eBay, PirateShip, etc. They operate under a different USPS program. It may impact Stamps.com (aka Rapid Enterprises) for "select USPS products and services" but it should not disrupt the majority of Stamps.com + subsidiaries offerings from what I've gathered.
A list of USPS Approved Resellers can be found at the bottom of this USPS page.

Ebay, in itself is a PC postage provider. There are only like 7 of them, like stamps.com, click and ship, pitney bowes, Endica, easy post and paypal.

These are still all permits through USPS, the deal Posh has is with USPS not Stamps.com

Ebay provides online postage through Pitney Bowes. Most marketplaces have their own form of this service like Etsy, Amazon, etc.
