PIN number not received

I contacted eBay regarding not receiving PIN number and gave me two phone number, neither of them worked at all (I live in Puerto Rico, which is a US territory). Its making it impossible for me to sell my item(s) because of a nonexistent PIN number not being sent to my phone, even though I resent it. Anyone else having this issue, and is there any way of fixing this?

A PIN number for what?
I don't think eBay has a passcode of 4 numbers. Unless it's for the pin for a phone call.
What type of phone numbers?

A 4-digit PIN number in order for me to list my item(s) for sale. Otherwise, its impossible for me to do so and to use a credit card or checking account is pretty costly than with the PayPal option.

I have done so earlier today and told me to upgrade to Business Upgrade, which I don't have as I'm currently unemployed for the time being.

I didn't think that eBay would not send a 4-digit PIN number, especially since making my very first sale recently and then eBay suddenly does nothing by not sending me the PIN number to my phone at all, thus preventing me from listing my future items.

Trying to comprehend.
Just upgrade to the the business account. It's no different then the personal account. They just want more info to make sure you're on the up and up.

Hi I know you posted this a while ago but I kinda know how to solve this. What you want to do is change from the Puerto rican flag to the US flag when entering your number, like you said PR is part of the US so it should work that way. It worked for me and I also live there.
