I’ve been charged an extra charge for an item that is supposingly going to Canada, when in fact it is going to Lichfield in Staffordshire.

If your registered address is in the UK @robwhi_7943 we charge an international fee when the delivery address for the item (entered by the buyer during checkout) is outside the UK, as shown in the table below.
Eurozone & Northern Europe* | US & Canada | All other countries |
1.26% | 2.16% | 2.4% |
*Northern Europe: Denmark, Finland, Iceland, Norway, Sweden.

I just learned this watching Justin Resells on youtube. Ebay charges a foreign country fee just because. It has nothing to do with their International shipping program. Justin was charged even though the package was shipped to a freight forwarder in the US.

I'm not sure how it works in the UK, but here in the USA, if the buyer's primary address is in a different country, even if they have a ship to address in the USA, there is a 1.65% international fee on top of the regular FVFs.
Before Ebay was our money processor, we paid the same type of fee to PayPal. So for the USA, this has been around a long time.

If your registered address is in the US and you offer eBay International Shipping for your eligible listings, you won't be charged an international fee when your eligible item sells.

If your registered address is not in the US, please refer to the fee page for your country or region of residence for your international fee information.

That's different from here in the US, where as @mam98031 said it depends on the registered address of the buyer, not their shipping address.
@robwhi_7943, I'd reach out to eBay Support and request it be refunded if you have the time and energy. I'm sure it's not a large amount, but it's up to you if that's worth it to you. I think this question would be best addressed on the UK community boards where you can talk to fellow UK sellers that are using the eBay Global Shipping Program from the UK.
From the UK GSP help page:
There is no fee to join the Global Shipping Programme, but some eBay listing fees still apply to you and your buyer.
As a seller, there are some fees and selling costs that may apply to you, including an international fee if you're a business or private seller.
According to this policy page the international fee applies even for GSP orders. We have a different international shipping program here in the US where we are no longer charged the international fee. I hope the UK gets the eBay International Shipping Program soon as it's much better than the GSP.
