I have a couple orders I shipped out and have been stuck in “Out For Delivery” for a week or so. I have already received positive feedback from the buyer so I know they received it. Because it is stuck in “Out for Delivery”, my funds continue to be on hold. I ship using EBay Standard Envelope. Is there anything I can do to release the funds? I’m tired of calling EBay CS and being sent in an endless loop of nothing.

You need to call the USPS customer service or go online & let them know what is happening, You should get a quick answer & a quick resole to the issue, Probably was not scanned at the last location, Good Luck.

It's all a waiting game. I would talk maybe to a manger at your local USPS and see if they can investigate it. Ebay customer service just repeats what you already know. There wouldn't be anything they can do to resolve the issue of tracking.

Is there a time frame that eBay says, ok, it’s been out for delivery for long enough and a case hasn’t been opened. We are going to release the funds?

They can hold your funds for 30 days.

That happens a lot with USPS. Never contact a buyer about it. You don't want to give them any ideas.
Just have to wait it out for the funds to be released.

Could be a 30 day wait.
For something inexpensive I use no tracking and just stamps.
I bought a bunch of stamps as I always do on eBay from good USA sellers under face value.
Got a lot of forever stamps at .50 each and sometimes very cheap.
I have had nothing lost in years with the USPS.
The ESE has a lot of problems.
I also have 'express payouts' where I get buyers payments the next day after 10PM if needed in an emergency.

What can you do? Keep selling and wait for the funds, they should be released after 30 days. Once you have a long enough track record ebay will start making your funds available as soon as they clear, but until that time you should figure on waiting.
I've noticed a lot of newer sellers seem to think ebay is like a job where you get paid in a timely way. This is not true and even when you are getting your funds once they clear I strongly suggest leaving them on ebay until the item has been received. I usually wait a few days to get feedback too, that way the funds are available if you need to do a refund.
