Only time you are penalized for cancelling order is when you are at fault such as when item is "out of stock". If buyer asks to cancel...that no problem.

No. Just be sure you choose buyer requested it for the reason.

Along this same topic. I sold an item but also got an email from the buyer to mail to a different address. I responded no I wouldn't do that as against policy... I believe... He then said go ahead and cancel it and then he'll try to change profile and rebuy it. Will this effect me in any way or charge me fees for cancelling the order per the buyers request?

If you ship to another address you will not be covered. The buyer could state they never received the item. You could lose the item and your money as well. If the buyer does not agree, cancel the sale citing problem with the buyers address. Protect yourself and your account.

Hello, thank you for your response :). Yes I already told him no to shipping to the other address but my question was when I cancel the order due to buyer request will it cost me any fees? I started to cancel it but couldn't tell if he would get a full refund or if it would cost me fees.
