I want to open a second EB account, as mentioned in an earlier post. However, I saw this in the policies:
Registering new accounts to avoid buying and selling restrictions or limits, or other policy consequences, is not allowed on eBay.
The purpose of opening the 2nd account is to boost my free listings.
At first I thought I would open a store and now I want to open another account for the free listings.
I want to know if I open a 2nd account for those purposes will EB close the 2nd account or ban my account privileges?

There is absolutely no issue with opening another selling account to take advantage of a new batch of 250 free listings each month.
There are thousands, perhaps tens of thousands or maybe of hundreds of thousands of seller that do this.
I am one of them! Been doing this since back in the ancient times when you only got 50 free listings per month.
Just keep in mind that the second account will be subject to the same listing limits and payment holds that all new sellers have to deal with. It may be possible to have those limits increased faster than an actual new seller but it isn't likely immediately but after the first 30 days you MIGHT be able to contact eBay, link the two accounts and get an increase.
Regardless once you have been using the new account for a couple of months and made some sales eBay will probably increase your limits and remove the holds automatically.

I tried to access the account today using the 2nd email. Ebay won't let me access the account. I've changed the password 3 times and still cannot access the account.
This is too much trouble.
Here are the steps. I sign out of the primary account and enter the user name & password for the second account. Ebay sends me to a verification screen with pictures. I click the pictures and then it says my password is not valid. Over and over round and round. Should I contact CS by phone?

I don't know for sure, but since you are below-standard on this account and have been for several months according to your other posts, it's possible that eBay may not permit you to open a new account, or to sell on it, because in that case, you would be avoiding the restrictions on this account. If eBay does allow you to sell on a new account, they will probably apply the same restrictions as this account has, including the selling limits. Sorry for the bad news.

You mentioned in another post that you are below standard. EBay would likely consider you opening a second account as avoiding selling restrictions. I don’t know if that is why you can’t sign in but going forward with a new account may cause eBay to ban you from selling here with any account.

It is important to remember that when you do have multiple accounts, if one account gets into trouble, they are connected and they all will or may have issues.

No, I didn't open to avoid below standard. I opened to get more free listings, that's why I asked the initial question.

I don't think this rule is about the free listings. I believe it n is about getting around restricted accounts. I have 3 accounts and e-bay helped me lower the delayed payout on the second two by tying them to the first account in good standing.

OP has a restricted account. In another thread he explained that he has been Below Standard for many months and is now restricted from setting up any new listings in the Below Standard account, which has fewer than 50 active listings so needing more free listings isn't a believable reason for setting up a new account.

You opened this new account WHILE your other account @liawrig.nq8rdwqa3 was below standard, so it will be subject to the same restrictions.
You started listing on this account a few days ago (June 28, 2023) so that is probably why a bunch of your good-til-canceled listings on your other account were not renewed on July 1, 2023.
