I like starting a small eBay shop selling Sri Lankans ' handmade handy crafts and traditional clothes for the international market. I want to know techniques for the growing sales and easy way and eBay regulations about this matter.

Take all the good advice given here, and forget the idea that there is an "easy way" to succeed on eBay. It will take a lot of study on your part, and your business will grow only gradually.
After you're read all the info eBay provides (scroll to the bottom of this page and look under Sell), and done Seller School, and started listing, come here when you have a specific question on a particular matter, and someone will try to help.
I hope this works out for you. Too many Sri Lankans try to drop-ship junk from China, and so it is good to see that you want to build a business selling Sri Lankan goods. Good fortune to you!
