I recently filed a claim against a buyer for saying that his item was not delivered. I know that when a buyer opens a dispute, I can see it under the Orders section, but where is the open cases I have as a seller against buyers?

OK, then what is this:
My eBay >> Selling >> Paid and Shipped >> Drop Down on Ended Post >> Report Buyer >> Buyer Made a False Claim >> Claimed an item was not received when tracking shows it was delivered
So what is this than and where can I view it in my profile?

You just reported the buyer, you didn't open a case against them.
You need to respond to the INR case and upload the tracking number.

Sellers cannot open cases against buyers. What you did was make a report which is not the same thing. The message you rec’d from eBay is the only document that is generated from your input. Like the other poster noted, eBay will not inform you of any action they may take. They may take no action. But the report is there if the buyer makes a habit of it.
Since the buyer has opened a case against you for Item Not Received, you only have a short time to respond with the tracking number uploaded into the case. Otherwise, the buyer may prevail.
When a buyer cannot locate a delivered item, i tend to believe it was misplaced, lost or stolen rather than report a buyer for making a deliberate false claim. That is because a scammer is going to know they cannot win a case when the tracking shows delivered. So it is more likely the buyer is telling you honestly they don’t know where the package is.
The seller is under no obligation to refund or replace in such a case, but can sympathize with the buyer and offer advice on how best to locate their item. That is just good customer service. Did you reach out to your buyer? What happened? Had the buyer behaved in a way prior that a shadow of doubt was cast over their veracity? What prompted your report?

I did reach out and identified what the delivery status showed and suggested he contact his local UPS hub, however he rebutted and basically said you go find it for me

Did the buyer actually open an item not received case?
Did you actually respond to the case by entering the tracking number?

Yes that is how sellers earn their profit (and cultivate repeat buyers). You need to help the buyer or at a minimum give the appearance of helping the buyer.
If you don't a few things can happen, the buyer could just neg you or the buyer could decide that sellers on eBay are not at all helpful and then make sure to tell anyone who listens how horrible eBay is.
eBay loses a buyer and maybe a few of the buyers friends (or maybe not even friends if they post their experience on social media).
